Young Chair of State Administration of the Supreme Court Dr. H. Yulius, SH, MH received the title of Honorary Professor (Honoris Causa) from Diponegoro University (Undip) on Saturday, April 20 2024 at the Prof. Building. Soedarto, Diponegoro University, Semarang.
The awarding of this title is based on the Decree of the Chancellor of Diponegoro University number: 133/UN7.A/IV/2024 concerning the Appointment of Dr. H. Yulius, SH, MH as Honorary Professor/Honoris Causa Diponegoro University, Semarang, Central Java.
In this regard, the full name of the Judge from Bukittinggi is Prof. (HC Undip) Dr. H. Yulius, SH, MH
Professor Yulius was given this title because of his expertise in the fields of Administrative Law and State Administrative Court Procedure Law.
This expertise is stated to have made a positive contribution to law enforcement in Indonesia through its decisions which bring a new paradigm for TUN judicial judges throughout Indonesia.
This activity was attended by the Chief Justice of the Supreme Court, Deputy Chief Justice of the Supreme Court for Judicial Affairs, Chairmen of the Supreme Court Chamber, Supreme Court Judges, Ad Hoc Judges, Undip Chancellor, Chair of the Undip Academic Senate, Undip Board of Trustees, TUN judges from all over Indonesia.
Also present were Deputy Chairman of the DPR RI, Prof. Sufmi Dasco Ahmad, Deputy Chair of the DPD RI, Sultan Najamudin, Minister of Home Affairs, Prof. Tito Karnavian, Professor at the Islamic University of Indonesia, Prof. Dr. Machfud MD, Professor at the University of Indonesia Prof. Yusril Ihza Mahendra, Chairman of the Corruption Eradication Commission, and others.
Nelfaleni’s husband stated that giving this title was an additional responsibility for him. He asked for prayers so that he would be given strength and faith in maintaining his integrity.
“I ask for your prayers and support, hopefully this title will further motivate me to maintain my integrity both in the legal field and in the educational field,” he hoped.
On this occasion, Prof. Yulius delivered his Inauguration Speech with the title The Role of State Administrative Court Decisions in Saving State Money.
A glimpse of Prof. (HC Undip) Dr. H. Yulius, SH, MH
Prof. Yulius is a man born in Bukittinggi, July 17 1958. This alumnus of the Faculty of Law, Andalas University, began his career as a judge at the Padang District Court (PN) in 1984.
A year later he was transferred to the Blangkejeren District Court in Southeast Aceh to begin his duties as a judge.
This judge, who likes to sing, served as a District Court judge as well as a Religious Court (PA) judge while serving at Balai Asahan in 1989-1992. At that time, he said that PA lacked judges.
His career as a State Administrative judge began in 1992 when he was assigned to the Manado State Administrative Court (PTUN) until 1996. Then he moved to the Jakarta PTUN (1996-2001).
In 2001 he began to gain trust as head of the court. Starting as Deputy Chair of the Semarang PTUN in 2001-2003.
Then he was trusted as Chair of the Pekanbaru PTUN in 2003-2005. After that he was appointed High Judge at the Medan State Administrative High Court (PTTUN) in 2005-2006, High Judge at the Jakarta PTTUN from 2006 to 2010.
The alumnus of the Master of Laws program at Krisna Dwipayana University is increasingly establishing his career as a judge, this is proven by his participation in the Supreme Court Judge selection in 2010.
After passing various fit and proper tests, he was declared to have passed and was appointed as Supreme Court Justice in 2010 until now. 12 years later, namely in 2022, he was appointed as Young Chair of State Administration.
Apart from carrying out his duties as a judge, this alumnus of the Postgraduate Doctoral Program in Law at Padjadjaran University is also diligent in attending seminars on both a national and international scale.
Datu Yulius is also active in writing journals and books according to his expertise, one of his books is entitled Examination of Disputes on Government Actions in the State Administrative Court.

Not Just a Title
In his inauguration speech, Undip Chancellor Prof. Dr. Yos Johan Utama, SH, M.Hum. states that the awarding of the title of Honorary Professor is not just a title but an achievement of dedication that originates from scientific expertise.
This honorary title is also a symbol of spiritual maturity and integrity.
According to the Chancellor, this title is awarded through a very strict process. Some of them are assessing attitude, integrity, and others.
Degree recipients must also have expertise in a field of science. This expertise must receive recognition not only on a national but also international scale.
At Undip, continued the Chancellor, the awarding of honorary degrees is carried out through a very strict selection, for this reason Undip only has 10 professors.
The recipients of this honorary degree have an obligation to maintain Undip’s good name and contribute to the Nation and State. They are expected to be able to contribute their energy and thoughts not only to Undip, but also to the nation and state.
