TheIKNPost.com — The Ministry of Education, Culture, Research and Technology Provides Clarification Regarding Scout Extracurriculars in Schools
The Ministry of Education, Culture, Research and Technology (Kemendikbudristek) has provided clarification regarding the latest changes in Scouting regulations which are no longer a mandatory extracurricular in elementary to high school.
This news sparked confusion in society and gave rise to various speculations. This started with Minister of Education and Culture Regulation Number 12 of 2024 concerning Curriculum for Early Childhood Education, Basic Education Levels and Secondary Education Levels.
Head of the Educational Standards, Curriculum and Assessment Agency (BSKAP), Anindito Aditomo, emphasized that there is no intention from the Ministry of Education and Culture not to make Scouting a mandatory extracurricular.
Anindito explained that Minister of Education and Culture Regulation Number 12 of 2024 actually strengthens Law (UU) Number 12 of 2010 concerning the Scout Movement.
“Scouting education is an extracurricular activity that must be provided by schools,” he said.
Anindito also explained that through Minister of Education and Culture Regulation Number 12 of 2024, his party revised the Scout Education section in the Block Model which previously required camps, to become non-compulsory.
However, schools are still allowed to hold camps if they wish, as their status is now non-compulsory.
Anindito emphasized that student participation in extracurricular activities, including Scouting, is voluntary, in line with Law Number 12 of 2010 which states that the Scout Movement is independent, voluntary and non-political.
To further clarify, Anindito stated that the Ministry of Education and Culture will add technical provisions regarding extracurriculars in the Independent Curriculum Implementation Guide which will be published before the new academic year.
“Every school is still obliged to offer Scouting as an extracurricular. “This provision has not changed from the previous curriculum,” he added.
For information, Scouting Education itself is a mandatory extracurricular activity in the 2013 Curriculum, with three models, namely Block, Actualization and Regular.
The Block Model is a mandatory activity in the form of a camp held once a year, the Actualization Model is a mandatory activity in the form of applying attitudes and skills learned in class on a regular basis, and the Regular Model is a voluntary activity based on students’ interests carried out in the front cluster.
The Ministry of Education and Culture ensures that it will clarify the technical provisions regarding Scout extracurriculars in the Independent Curriculum Implementation Guide which will be published before the new academic year. “In essence, every school is still obliged to offer Scouting as an extracurricular. “This provision has not changed from the previous curriculum,” concluded Anindito.
