TheIKNPost.com – Preparations to relocate civil servants (ASN) to the National Capital (IKN) continue steadily, with detailed data on ASN planned to move starting this coming July.

Acting Head of the State Civil Service Agency (BKN) Haryomo Dwi Putranto revealed several tasks undertaken to support the IKN Authority (OIKN) and relevant central agencies in the relocation of ASN. These include assisting in the preparation of job maps and position information, projecting ASN requirements, organizing personnel for the OIKN, and validating priority formations for ASN to be placed in the IKN.

So far, in reconciling data from 38 ministries and agencies slated to move to IKN in 2024, BKN has received details of ASN ready to relocate from 25 agencies. Among these, a total of 2,505 individuals from ASN, TNI, and Polri have been declared ready to move. These include 47 ASN from the Ministry of PAN-RB, 247 from the Ministry of Law and Human Rights, 85 from the Ministry of Foreign Affairs, 321 from the Ministry of PUPR, 110 from the Ministry of Finance, and 254 from the Ministry of the State Secretariat.

“BKN is controlling the assignment of ASN to IKN carried out by PPK (commitment maker officials) to comply with legal standards,” he said during a press conference on the preparation for managing ASN towards IKN in Jakarta, Tuesday (19/3).

Additionally, BKN has assessed the potential and competencies of ASN to be transferred to IKN. This assessment has been ongoing since 2022 with specific targets set for each year. In 2022, the target was 20 thousand civil servants assessed for potential and competence, followed by 60 thousand in 2023, and 40 thousand in 2024.

These targets have been fully met, with actual figures surpassing expectations. In 2022, assessments were conducted for 22,436 civil servants, approximately 96,760 in 2023, and 2,430 as of February 2024, totaling 121,626 civil servants prioritized by BKN for preparation to move to IKN.

“This assessment is prepared to identify the potential and competencies suitable for relocation to IKN later. And this process is ongoing until the ASN needs at IKN are fulfilled,” he explained.

With this mapping, it is hoped that the ASN placed in IKN will indeed exhibit good performance, both in terms of integrity and morality, to avoid any decline in work quality upon relocation.

“We do not expect a decline when they are moved because the selection for placement there has been conducted as best as possible. So, if there are cases of performance decline, we will look into further policies,” he elaborated.

In addition to transferring ASN from central agencies, the recruitment of employees will also be fulfilled through the 2024 Civil Servant Candidate (CASN) selection. According to Haryomo, around 200 thousand positions have been prepared by the central government for CASNs to be placed in IKN. Prospective applicants are expected to be familiar with this scheme to avoid surprises when they are assigned to IKN.

Furthermore, as a form of support for human resource preparation for OIKN, as of March 2024, BKN has transferred 247 ASN to the OIKN body. This number comprises 55 civil servants from various central agencies, 190 government employees with work agreements (PPPK) through CASN selection, and the assignment of identification numbers for Mid-level Leadership Positions (JPT) equivalent to level one for two individuals.

“Since it is a new agency, the initial recruitment is carried out through mutations from several agencies, which then become ASN of OIKN,” he clarified.

Through these mutations, all organizational structures are now filled, enabling them to carry out their functions to expedite the implementation of IKN.

Regarding the process of transferring ASN to IKN, Haryomo emphasized that there is no coercion on ASN or CASN. However, it is also reminded that ASN have made written statements and even oaths to be willing to be placed anywhere in the entire territory of Indonesia. Meaning, when assigned, it must be fulfilled.

Furthermore, will ASN at IKN be allowed to transfer duties as currently practiced? Haryomo did not directly answer this question. He only stated that the transfer to IKN is a change of workplace, not an agency. So, for instance, if one initially works in Cililitan and is then assigned to IKN, they will work there.

“In principle, regulations allow it, but again, the transfer process is based on necessity. As long as it is needed in IKN and the individual is prepared for IKN, then they will continue to work in IKN,” he emphasized.
